Belgrave Drainage Is Hill Drainage
Belgrave is where the road stops. Burwood Highway ends here, the Belgrave line terminates here, and Puffing Billy sets off from just beyond the station for its 24 kilometre run to Gembrook. Main Street curves through a township built into a slope, and once you are off the main strip the driveways get steeper and narrower fairly quickly.
That geography drives almost everything about the drainage. The suburb sits at roughly 200 metres elevation, with ground across the locality ranging from about 145 metres to 347 metres. Water moving over that kind of fall arrives fast and carries a load with it, so the material that ends up in a Belgrave drain has usually travelled some distance before it settled. And because gravity drainage struggles to work reliably across terrain like this, the sewer solution here is not the one used on the flat.
The practical upshot is that a plumber who mostly works flat suburbs will find several things unfamiliar on a Belgrave job: the sewer arrangement, the access, and where the material in the line has actually come from.
Belgrave Is on Pressure Sewer — Here Is What That Means
This is the single most useful thing to know about drainage in this township, and most homeowners have never had it explained properly.
Belgrave was sewered relatively recently, under South East Water's Belgrave and Selby sewerage scheme — a $20 million backlog project to "connect over 700 additional properties to the sewerage network", replacing poorly maintained septic tanks. The main spine went in during late 2012, the reticulation followed over the next six to eight months, and individual property connections began from early 2014. More than 500 Belgrave Heights households had already connected before that stage started. The scheme is now listed as Completed. The scheme contact line is 1800 720 613.
Crucially, it is a pressure sewer scheme rather than a gravity one. In a conventional gravity system your house drain simply falls toward a main and the ground does the work. A pressure sewer does not rely on fall at all. Wastewater leaves the house, collects in a tank on your property, and a small pump lifts it under pressure into a narrow main that can climb, dip and follow the contours of the land. On terrain like Belgrave's, that is the only arrangement that works sensibly.

The collection tank, the pump unit, the control panel and the boundary valve are South East Water's equipment, installed and maintained by them. If the alarm sounds, that is the side to contact. Reduce water use in the meantime, because the tank has a finite buffer.

Everything carrying wastewater from your fixtures to that tank remains the property owner's drainage, exactly as it would be on a gravity system. Slow drains, gurgling, odour and backing up in that section are a drainage job, and the pump has nothing to do with them.

Why does the distinction matter so much? Because the two failure modes look almost identical from inside the house, and people ring the wrong party first. A blocked house drain and a pump problem both produce slow fixtures, gurgling and eventually a backup. The tell is usually the alarm. An alarm generally means the utility's equipment is not clearing the tank. Slow fixtures with a silent panel generally mean the wastewater is not reaching the tank in the first place, which is your pipework and ours to sort out.
Two Checks That Narrow It Down Fast
Take a minute to check how many fixtures are affected before you ring anyone. On a pressure sewer property, add one more check: is the alarm panel silent or not? Those two pieces of information between them narrow the problem down enormously.
Five Things to Do While You Wait
In order of how much difference each one makes before we get there.
- Cut water use to nothing. On a pressure sewer property this matters even more than usual, because the collection tank holds a limited volume and every litre you send toward it uses part of that buffer.
- Stop the appliances mid-cycle if you can. A washing machine discharging into a drain that is not moving delivers more water in a minute than a household normally uses in an hour.
- Check the alarm panel. Sounding means the utility's side needs attention. Silent, with drains still misbehaving, points squarely at your own pipework.
- Clear whatever is sitting on the overflow relief gully. It is the grated fitting outside, set below floor level so a surcharge releases into the garden rather than the house. Anything stacked on it defeats the point of having one.
- Leave the drain chemicals in the cupboard. They achieve nothing against roots or settled grit, and they leave a caustic pool that has to be handled before the line can be worked on safely.

The pattern here is driven by weather in the ranges more than by anything happening indoors.

Roof gutters and downpipe lines carry a heavy load in the hills and it does not stay where it lands. The first solid rain washes it straight down into pits and yard lines, so clearing gutters in autumn is worth more here than almost anywhere.

Long wet spells with saturated ground on steep blocks. Surface water finds routes it does not normally take, and any stormwater line already carrying grit simply cannot accept what arrives.

Yarra Ranges is direct about it: "Property owners are responsible for all stormwater drainage within their property along with the section of drains from their property to the approved point of discharge." That includes the run across the nature strip in most cases.
Water coming across from next door? The Council's position is that "Flooding or water flow issues between adjoining properties should be resolved between the private property owners involved." On sloping land this comes up more often than it does on the flat, for the obvious reason that everyone downhill inherits whatever everyone uphill sheds. What a plumber can contribute is evidence rather than opinion, because footage from inside the line establishes where the water is actually going, and that is usually the fact nobody in the dispute has.
Renting in Belgrave? Drainage forms part of the building, so repair costs generally sit with the owner, with the usual carve-out for a blockage plainly caused by what went down the pipe. Tenants: put the report in writing so it carries a date, and photograph anything visible. When a Belgrave Drain Needs Relining Rather Than Digging
Excavation on a steep Belgrave block is expensive, disruptive and, where an Erosion Management Overlay applies, potentially a permit matter with a geotechnical report attached. That makes no-dig repair a much more attractive proposition here than it is on flat suburban ground.
Relining works from inside the existing pipe. A resin-carrying sleeve is inverted along the failed length, pressed out against the old barrel and left to harden, which closes cracks and open joints behind one continuous internal surface with no entry points and nothing for grit to catch on. Nothing above ground is disturbed, so terraced gardens, retaining walls, steep driveways and established plantings all stay as they are.
It is not the right answer everywhere. A section that has genuinely collapsed or been crushed, or one that has moved so far out of grade that water stands in it, wants replacing. Monbulk Creek, Belgrave Lake and the Works Running Through 2026
Belgrave's waterway is Monbulk Creek, and there is more happening on it right now than on almost any other creek we work near.
Belgrave Lake sits on the creek in Belgrave Lake Park, off Judkins Avenue, and it is not an ornamental feature. It was constructed in 1893 to supply water to Dandenong, piped as far as Heany Park in Rowville and then carried onward by aqueduct. That supply was discontinued in 1924, but the lake stayed.
Melbourne Water currently has the Monbulk Creek Smart Water Network Upgrade under way, with the status listed as Current. Stage One commenced at Birdsland Reserve in April 2025, where the Monbulk Creek Retarding Basin has two ponds. Stage Two is at Belgrave Lake: detailed design in February 2026, commencement in March 2026, and completion late in 2026, with part of Judkins Avenue closed from mid-2026 until late September. The project is a partnership between Melbourne Water, the University of Melbourne, DEECA, Yarra Ranges Council and South East Water, and one of its stated aims is to "Reduce the risk of localised flooding in the community."
There is an ecological dimension too, and it explains why the creek gets this level of attention. Monbulk Creek "provides a vital refuge for one of the last remaining platypus populations in the Dandenong Creek catchment". Alongside the Melbourne Water works, Yarra Ranges Council runs a programme called Tanks for Platypus, offering free smart rainwater tanks that automatically release stored water ahead of rain to create capacity and, in the Council's words, "help reduce localised flooding".
What that means for a Belgrave homeowner is simple enough. Considerable public effort is going into how water moves through this valley. None of it touches the pipe running from your roof and yard to the point where it leaves your land, and that pipe is the one deciding whether water ends up where you want it.
Steep Ground, Overlays and Getting to the Job
Two planning overlays shape what happens on Belgrave blocks, and both are worth knowing about before you commission any work that involves excavation.
The first is the Erosion Management Overlay. Yarra Ranges explains that "Due to the topography in the Yarra Ranges, planning controls called Erosion Management Overlays (EMOs) are in place to help protect residents and properties from landslides", and a permit under an EMO generally requires a geotechnical consultant's report. That is a real consideration if a drainage repair is heading toward a dig on a slope, and it is one of the strongest arguments for no-dig repair up here.
The second is the Bushfire Management Overlay. The Council states that "The majority of the Shire of Yarra Ranges are in the highest fire risk category." That has less to do with drains directly and a great deal to do with property maintenance generally, including keeping gutters and downpipe lines clear.
Then there is the ordinary business of access. Long, steep, curving driveways with limited turning space are normal here. It is worth mentioning when you call, because it determines what gets brought up the hill and how the job is set up. It is never a reason to decline a job — it is simply information that saves time on the day. The nearest VICSES unit, incidentally, is at Emerald rather than in Belgrave itself.
How Belgrave Grew — Guest Houses, Narrow Gauge and 1962
European settlement dates from 1851, and the township takes its name from Mount Belgrave, a house built by the Benson family in the 1870s. Victorian Places, a history resource maintained by Monash University with the University of Queensland, notes that "Land sales began in 1879 but were tentative: farms had to be hewn out of heavily timbered slopes." The railway station was called Monbulk from 1900, and was renamed Belgrave in December 1904.
Then came the resort era. "By 1920 it had become a resort destination with seven guest houses and four cafes/coffee palaces." A cinema opened in 1935 and an Olympic-size pool in 1939. The narrow-gauge railway ran from 1900 until 1958, and electric standard gauge reached Belgrave in 1962 — as Victorian Places puts it, "Railway electrification in 1962 signified urbanisation."
The census record is unusual, and it is the opposite of nearly every other suburb on this website: 153 in 1911, 1,177 in 1921, 1,358 in 1947, 4,146 in 2001 and 3,894 in 2021. Population has declined at every census since 2001. Belgrave is not a growth suburb, and it has not been for a quarter of a century.
For drainage that matters more than it sounds. A suburb that is not growing is not being systematically rebuilt either. Housing stock stays in place and ages, drainage installed decades ago keeps doing its job until it stops, and improvements happen one property at a time rather than estate by estate. It is why we camera the line here rather than assume anything from the street address — the range of what is actually underground is wide.
