Why Ringwood Drains Block More Than Most

Ringwood is split down the middle by geography, and that is the first thing to understand about its drainage. The City of Maroondah and Melbourne Water Flood Management Plan states that "the northern section of the Maroondah municipality drains to the Yarra River, while the southern section drains to Dandenong Creek". Ringwood sits across that divide. Mullum Mullum Creek runs through the northern side of the suburb toward the Yarra; Dandenong Creek takes the southern edge of the municipality away in the opposite direction. Two catchments, two entirely different sets of drainage, one suburb.

The same plan describes Maroondah as "characterised by well-defined valleys with moderate to steep slopes", where storm runoff "causes local flooding in properties located in the low pockets due to blockage of flow paths". That is the mechanism in a single sentence, and it is worth reading twice. Ringwood is not flat. Water comes off the slopes quickly and stops wherever something is in its way — a silted stormwater pit, a leaf-packed downpipe line, a root-bound drain under a lawn. The flooding happens in the low pockets, and the trigger named by Council is blockage of flow paths.

Council is unusually candid about the age of its own network. The Flood Management Plan says it outright: "A large portion of Council's drainage system was designed and constructed without regard for larger flows, as drainage standards at the time did not consider minor and major flows." Maroondah's underground drainage network runs to approximately 757 km, and responsibility for it is split by catchment size — Melbourne Water handles catchments over 60 hectares, Council everything under 60 hectares.

The private side of the ledger runs the same way. Ringwood's sewerage scheme was planned in the 1920s but only got underway after the Second World War, and the Monash-based Victorian Places project describes "a long catch-up period as postwar housing quickly spread" — the district's population went from 4,897 in 1947 to 34,751 by 1971. Maroondah City Council's own neighbourhood character study describes the residential core as "simple Post War era 1950s and 1960s weatherboard and brick, 1960s and 1970s L-shaped and 1980s adaptations of the L-shape form". House drains of that vintage were laid in short lengths of jointed earthenware, and a jointed earthenware drain is more prone to root intrusion than a modern sealed one, simply because every joint is a way in.

And Ringwood is densifying on top of all of it. The gazetted Ringwood Metropolitan Activity Centre Development Contributions Plan (Hill PDA, December 2023, Amendment VC249) projects dwellings in central Ringwood rising from 1,142 in 2018 to 2,671 by 2038, an increase of 134%, with total floorspace up 166,942 m² (44%) as, in the plan's words, "separate houses are replaced with apartments". The contributions plan it replaced, it notes, "was prepared in 1997 and is now out of date". More roof area, more paving, more fixtures, discharging into a network Council itself describes as built without regard for larger flows.

What to Do Right Now

If your Ringwood drain is backing up, these five steps limit the damage before a plumber arrives. The most important one is the first.

  1. Stop using water everywhere in the house. That includes the washing machine and dishwasher — a wash cycle mid-blockage is what pushes sewage up through a shower base.
  2. Do not keep flushing. Flushing a blocked toilet again to "see if it clears" is the most common way a blockage becomes a clean-up.
  3. Go and look at the overflow relief gully. It is the grated drain outside, set lower than your floor level. If it is spilling, it is doing its job — releasing sewage outside instead of inside. Keep it clear and do not block it off.
  4. Skip the chemical drain cleaner. It rarely shifts a root or grease blockage, and it leaves caustic liquid sitting in the line that a plumber then has to work in.
  5. Note what changed. Which drain went first, whether it followed heavy rain, and whether it has happened before. That history often identifies the cause before the camera goes in.

Ringwood Lake, Sandy Creek and the Drains You Cannot See

Ringwood Lake is not just a park. Maroondah's Flood Management Plan lists Ringwood Lake among the municipality's "wetlands/retarding basins" — that is, it is working flood infrastructure that happens to have ducks on it. Ringwood Lake Park covers 8.5 hectares on Maroondah Highway, Ringwood, and the drain that shares its name, Ringwood Lake Drain, is one of the two Ringwood catchments Melbourne Water scored 8.00 out of 10 in the May 2016 plan.

Local records describe the lake as having been created in 1926 by damming Sandy Creek, a watercourse that ran north-west to Mullum Mullum Creek and is, in those accounts, "now underground in barrel drains", fed by stormwater from a large area of Ringwood extending south as far as Rosedale Crescent. That last part is local history rather than a Council statement, and we flag it as such — but it describes something anyone who has put a camera down a Ringwood drain recognises. A good deal of what used to be surface water in this suburb now travels in pipe.

The practical consequence of a piped watercourse is that drainage in older parts of Ringwood does not always follow the street grid. Lines run diagonally under back yards, through easements and along paths that made sense to a creek and no sense to a surveyor. It is one of the reasons we locate the line before anyone digs, and one of the reasons a blockage here is often further from the house than people expect.

🚦 VICSES names a Ringwood road that floods. The Maroondah Local Flood Guide (content reviewed April 2025) lists "Maroondah Highway – Ringwood westbound and eastbound lanes at Seares Drive" among the roads likely to be impacted in a significant flood, and warns that "High intensity, short duration rainfall events can cause flash flooding in Croydon, Ringwood and Ringwood East, affecting roads and properties in the flow path." It lists "sewage overflows inside building" among the impacts of a flood, and records that Maroondah has "a history of flooding... including a significant flood event in February 2011".

Who Is Responsible for a Blocked Drain in Ringwood — You, Yarra Valley Water, or the Council?

This is the question Ringwood homeowners get wrong most often, and getting it wrong costs money. There are three different parties depending on which pipe has blocked.

🚽 Sewer — Yarra Valley Water

Yarra Valley Water is the sewerage authority for Ringwood, confirmed by Maroondah City Council's own drainage guidance. Faults on their sewer are reported on 13 27 62, 24 hours a day. The dividing line is a fitting called the Inspection Opening, sometimes called a 27A, usually near the property boundary.

🌧️ Stormwater — Maroondah Council

Maroondah states property owners are responsible "up to and including the point of discharge to Council's stormwater drainage system". A blocked Council drain is reported to Maroondah on 1300 88 22 33, or in person at 179 Maroondah Highway, Ringwood. A blocked private drain, in the council's own words, means "contact a plumber".

🏠 Everything inside the boundary — you

Yarra Valley Water is explicit that it "is not responsible for the maintenance of internal pipes and will not provide a reimbursement for internal pipe repairs". The overflow relief gully, vents and traps are the owner's responsibility too.

Renting in Ringwood? As a general rule the owner covers the drain itself — it is part of the property — while a tenant can be charged if the blockage was caused by what went down it, such as wipes, nappies or cooking fat. If you are a tenant, report it to the agent in writing and do not authorise works yourself. If you are a landlord or property manager, a camera inspection is what settles the argument, because it shows whether the cause was roots and a failed pipe or something flushed. One important caveat. It is tempting to say responsibility simply ends at the property boundary, but Yarra Valley Water does not put it that way. Its position is that responsibility "is dependent on the location of the sewer main and the first Inspection Opening", with different scenarios depending on whether the sewer main runs outside your property, inside it, or serves several properties through combined private plumbing. ⚠️ Worth knowing before you call the water authority: Yarra Valley Water states that if you call them to clear a blockage and the inspection shaft or boundary trap is buried, the crew "cannot clear the blockage without it being at surface level" — and raising it is the property owner's job. Plenty of Ringwood homes have had a garden bed, lawn or paving grow over that point. We can locate and raise it.
📞 Storm surge and your sewer — the one people never expect. Yarra Valley Water warns that "surges of storm water for up to two days after heavy rain can also infiltrate the sewerage system. This can cause an overflow into the home through the bathroom, shower or toilet." If that is what is happening, the problem is in the sewer rather than in your pipes, and it is reported to Yarra Valley Water on 13 27 62, 24 hours a day. Yarra Valley Water is just as clear on the other side of the line: "If the blockage is within your property's internal pipes or a combined drain, you are responsible for clearing it."

There is a wider drainage reality behind all of this. As set out above, Table 4.1 of the Maroondah Flood Management Plan holds ordinary residential Maroondah to a 5 year ARI design standard and only the Ringwood Metropolitan Activity Centre to 10 year ARI, and Council records that storm runoff "causes local flooding in properties located in the low pockets due to blockage of flow paths". In heavy rain a Ringwood stormwater system can be overwhelmed even when nothing is blocked — but in a catchment scored 8.00 out of 10, a partially blocked line turns an inconvenience into water in the yard.

Signs Your Ringwood Drain Is Blocked

Some of these are obvious. Others get lived with for months before anyone connects them to a drain problem.

Repeat Blockages: When Ringwood Pipes Need Relining, Not Clearing

If a Ringwood drain has blocked more than once in the same spot, clearing it again is buying time rather than fixing it. Roots regrow through the same opening, usually within a season or two.

Relining is a trenchless repair — it seals the pipe from the inside. A resin liner is cured in place against the existing pipe wall, closing the joints the roots came through and leaving a smooth continuous surface, without digging up the garden, driveway or paving.

It is a mainstream answer to ageing drainage rather than a niche one, and Maroondah takes the same view of its own network: the Adopted Budget 2023/2024 sets aside $250,000 for relining works on Council drains inside its $4.925 million drainage programme. Ringwood's Two High-Risk Drainage Catchments

This is the part most Ringwood homeowners have never seen, and it is the single most Ringwood-specific fact on this page. Melbourne Water's flood risk matrix, reproduced in the City of Maroondah and Melbourne Water Flood Management Plan of May 2016 (Appendix 3, ratings as at 7/10/15), scored every catchment in the municipality. Only seven catchments in all of Maroondah came out at Medium risk or above. Two of those seven are Ringwood catchments.

Ringwood South DS carries the largest purely residential property count in the whole municipal table. These are the ratings recorded in the May 2016 plan, so treat them as Council's documented position at that time rather than a live number — but the geography that produced them has not moved.

📐 Central Ringwood is held to twice the drainage standard of an ordinary Maroondah street. Table 4.1 of the Flood Management Plan sets residential Maroondah at a 5 year ARI design standard, but the Ringwood Metropolitan Activity Centre at 10 year ARI, with the major system designed to convey the 100 year ARI event overland. Ringwood is the only suburb named in Council's design-standard table. The catch: step outside the activity centre and you are back on the 5 year standard like everyone else — which is why a half-blocked stormwater line in a Ringwood side street shows up as water in the yard so quickly.

What it means in practice is simple. In a catchment already carrying that rating, the margin between a drain that copes and a drain that backs up is thin, and the part of the system you actually control is the part between your roof and the point of discharge. That is the part we camera.

New Street, Sherbrook and the Streets Council Is Fixing

You can read Maroondah's drainage problem straight off its own budget, and the streets it names are Ringwood streets. The Adopted Budget 2023/2024 lists as Major Initiative 26 "flood mitigation works in New Street, Ringwood, Sherbrook Avenue catchment in Ringwood". Inside a $4.925 million drainage programme, the capital works table funds Sherbrook Catchment Flood Mitigation Stage 4 ($2.00 million), Mullum Mullum Road Retarding Basin and Panfield Lane Upgrades ($1.00 million) and $250,000 of relining works. Those are Council budget figures for Council's own network.

The works are finished, and they are dated. Council's project record shows the Sherbrook Drainage Catchment Upgrades Stages 1 to 4 as complete, with the final stage carried out on Charter Street, from New Street to Market Street, Ringwood, between 19 August and 31 October 2024. The Stage 4 plans show a new 2100 mm x 900 mm box culvert. Nobody installs a box culvert that size for a nuisance puddle.

📍 New Street, in Council's own words. Flood modelling "indicates that properties along the western side of New Street, between Molan Street and the central common property access to the factories at 100 New Street, are impacted by overland stormwater flows from New Street. A history of resident complaints supports the flood modelling data." The response included a duplicate stormwater drain from Albert Street to 98 New Street, additional stormwater pits, an upgraded easement drain, a raised footpath outside 78 to 98 New Street and raised pavement in Molan Street at the New Street intersection. Council modelled both the 1-in-20 and 1-in-100 year events.

Here is why that matters to you rather than to Council. Overland flow of the kind described in New Street arrives at ground level, and the first things it meets on a private property are the stormwater pits, the grated drains and the overflow relief gully. If those are silted, leaf-packed or root-bound, water that Council has spent millions redirecting simply ponds on your side of the fence instead. Council can upgrade the street. It cannot clear your line.

There is more of the same funded ahead. The Ringwood Metropolitan Activity Centre Development Contributions Plan sets aside $8,100,000 for drainage and water sensitive urban design in central Ringwood: $6.1 million for Sherbrook Catchment works, $400,000 for Sherbrook Drainage WSUD, $200,000 for the Sherbrook Pocket Park WSUD, $400,000 for Acacia Court WSUD and $1 million at Ringwood Lake. Again, Council spending on Council assets — but it tells you where the pressure in Ringwood's drainage sits.

Ringwood South DS was scored 8.00 out of 10, High, with 125 properties inside the 1% AEP flood extent, all of them residential. Ringwood Lake Drain was also scored 8.00 out of 10, with 64 properties, 63 residential and 1 commercial. Those are the ratings published in the May 2016 plan, and if your home sits in either catchment a partly blocked stormwater line has far less margin in a downpour than it would elsewhere in Maroondah. They address flooding in the street, not the pipes inside your boundary. Maroondah records the Sherbrook Drainage Catchment Upgrades Stages 1 to 4 as complete, with the final works on Charter Street from New Street to Market Street, Ringwood, running from 19 August to 31 October 2024 and including a new 2100 mm x 900 mm box culvert. That is Council infrastructure in the road reserve. The drain running from your house out to the point of discharge is still yours, so if roots or silt have restricted it, a larger culvert downstream makes no difference at all. Yarra Valley Water advises that surges of storm water for up to two days after heavy rain can also infiltrate the sewerage system, and that this can cause an overflow into the home through the bathroom, shower or toilet. That is a loaded sewer rather than a blockage in your own pipes, but from inside the house the two look identical, which is why it is worth having the line checked either way.
